Primary evidence is closest to the event or assertion being checked. Secondary evidence interprets or reports it.
Method
The award listing is primary for what its issuer selected. The agency about page is primary for what the agency reports about its own work.
For Primary and secondary evidence, write the claim in one sentence before collecting sources. Assign stable source IDs and keep the publisher name beside every URL. A note should state both what the source supports and what remains outside its scope.
